After creating a free account you can for search partners based on age, level of play, and location. In the profile area you will also see players notes on their court and schedule preferences.

Once you find someone you think would be a good match for you, go ahead and say Hi! Introduce yourself and get to know each other – include some information about your experience with tennis, how often you would like to play, other goals you may have. After that suggest a time and place to meet up and go hit some balls!
